Piston pumps definitely can cavitate during refill. Whether they are less prone to it than centrifugal pumps is harder to answer -- for some types I'd expect the answer is yes, but a careful analysis would be needed to be sure of that.

At least some, yes. Tanks are big, and reducing their mass can help dry mass considerably (although it also makes the vehicle more fragile, which matters to reusables in particular).
