Yes. But if you do a low energy trajectory to the lunar surface from
GTO, it's a burn to get out of GTO, a burn three months later to enter
lunar orbit, and a burn however long you want later to go from orbit
to the surface. There can be similar long periods between burns if you
want to land on a Mars moon, or visit multiple asteroids, or deploy
satellites to multiple planes. It adds another constraint to your
solar panel sizing.
