Dennis, I'd recommend dropping an email to the PD, or call if you want,
just letting them know that you observed a cruiser apparently speeding.
With the time and location, they may be able to figure out who it was and
ask them about it. I wouldn't expect much to come of it, except possibly
they could say they spoke to the officer about it.
Regarding the dump truck, was it a commercial vehicle with the company name
on the side? You could contact the company, or again you could contact the
police department. They usually need a plate # and will use that to contact
the owner. In this case, they could still contact the company, and the
company should be able to figure out who the driver was. They can't issue a
ticket, but they can at least have a discussion. Or sometimes I'll just
report the problem directly to the company myself.

Apparently a black and silver Ford Explorer, WPD does not know that. At
least he or she did stop for the Red Light at Severino' s Store, before
continuing up Bridge Street.
Minutes before that a 10 Wheel Dump Truck zipped thru a RED LIGHT
coming down hill on Bridge Street, with a GREEN LIGHT on Cumberland.
Thank God no one was trying to walk across....
