I did have my glasses on.
It was going on Bridge Street, towards Cumberland Street, as I was walking
back home on the East sidewalk of Bridge Street, facing oncoming traffic,
so the Explorer was coming towards me. No flashing lights or any other
emergency devices on. It did stop for the Red Light, then continued up
Bridge Street. This was about 12:20pm.

Apparently a black and silver Ford Explorer, WPD does not know that. At
least he or she did stop for the Red Light at Severino' s Store, before
continuing up Bridge Street.
Minutes before that a 10 Wheel Dump Truck zipped thru a RED LIGHT coming
down hill on Bridge Street, with a GREEN LIGHT on Cumberland.
Thank God no one was trying to walk across....
