I'll just comment on one thing from your email, Dennis - parking and flow
in the Vallee Square / Edwards Block area are actually in the process of
being reconfigured. The lots will still be there, but no parking on the
Vallee Square section (except for commercial vehicles making deliveries),
and the creation of an employee parking section of the CVS lot, so that
employees from the buildings in those several blocks (CVS, Westbrook
Common, Edwards Block, F&T to BOA stretch) are not taking up parking that
should be used by patrons.

We also have the bus expansion coming next year, which will hopefully ease
some amount of traffic.

separated by the former Bridge Street at Vallee's Square.

The public parking around the Edwards Block and Portland Pie want to be as
close as possible. I have watched people manuevering to back a large Pickup
or an SUV out of or into one of those parking slots reminds me of doing
parking during a CDL License Test. None of those PARKING Slots are large
enough except for small cars. With the  West end of William Clarke  Drive
at Saco, New Gorham Road an ongoing bottleneck for 4 - 5 more years, we
will have traffic backup spilling onto Main Street during workdays. I am
sure people use the back parking access around the banks and restaurants
alongside the  River to get around the traffic backed up on Main Street,
especially in the afternoons or if they are doing business therein. Then
drivers have to contend with the right turns around and out by the  Frog
and  Turtle and Portland Pie.

When the New innovative Pedestrian Bridge was built, that area between the
south side of the Ped Bridge and around Vallee's Square and the above
mentioned Restaurants should have been designated Pedestrians and Walking
ONLY. Where people would leave their personal vehicles would have to be
sealed with separately.

Perhaps, when WCD's Western end is rebuilt properly depriving the traffic
backup there and on Main Street,  the Access and Exit Parking between BoA
and the other Bank could be redesigned for better access and Exit for the
restaurants too.

It boils down to this.  The engineers (Stantec) had designed the project
WITHOUT ANY CROSSING at Vallee Square.  Since we as City Staff fully
expected pedestrians to cross at that location as they have for 100+ years
so we dug our heels in and were able to get the crossing at that location.
In the process, the City had to indemnify the engineers regarding any
safety issues at that crossing as they believe that there should not be one
there and that all pedestrians should walk to the traffic signal.  The
crossing at Vallee Square is for convenience and if folks want a safer
alternative, that alternative is the traffic signal.  If the committee
believes this crossing needs to be improved, the unfortunate answer from
MDOT is that the crossing will need to be completely REMOVED.  We’ve
already gone as far as we can on this issue.

I think this calls for a talk with MDOT. I can email the Commissioner but
I'd like to hear from Eric before I do. He may be able to shed some light

something (even if just the flashing light buttons) at the crosswalks
coming off of the ped bridge/Vallee Square, but if I recall correctly, we
were told they were "not necessary." I still think this is a drastic
oversight, and agree it sends the wrong message (use this pedestrian
bridge! ...but now you have to go up half a block to cross the street). I

My personal theory is that people usually want to take the straightest
line between where they are and where they are going, or at least that's my
usual walking strategy. That might explain the behavior if people are
walking down Bridge Street and intending to go to anywhere west of the

experiences with Pedestrians,  one last night at Main and Bridge Streets
and a morning at Bridge and  Cumberland Streets, with a Middle  Eastern
Lady just calmly walking across Cumberland Street at Severino' s Store at
the East side, where there is no CROSSWALK,  and the westbound Cumberland
Street traffic had a GREEN LIGHT. .She continued walking up Bridge Street

R/ H side, along the White Painted Fog Line.  The  Sidewalk is on the

It’s hard to explain or predict what goes through individual pedestrian
minds when looking at how they decide to travel.  It basically boils down
to the fact that they are effectively unrestricted in their movements.
I’ve attached a screen shot of the Mall at the University of Maine.  If you
take a look at the paved paths you’ll see how they ‘ve been added where the
“goat paths” get created by the mob students between each class.  You can
also see new goat paths that have been created that I bet will eventually
become paved walks.

John suggested conducting a Survey to try finding out how many people use
the new Green Pedestrian Only Bridge to cross the  Presumpscot River, or
Why They Do Not use it . And, instead walk across on the sidewalkless
Vehicular Bridge.

After watching the One Male Pedestrian walk directly across in Front of
me last night as I described in an E - Mail,  at the Main Street
Intersection Crosswalk while I had a GREEN LEFT TURN ARROW FOR BRIDGE
STREET and I distinctly noticed the  Orange Raised Hand instead of the
White Walking Pedestrian.  My feeling is that many Pedestrians crossing
Main Street heading towards the Vehicular Bridge via the West Crosswalk,
not the Crosswalk at the Edwards Block Side, are developing a habit of
using the White Painted Fog Line Lane to walk across the Bridge facing
traffic OR, and I have not actually seen this,  but people may walk
diagonally across the Bridge towards Dana Court and  Brown Street or up
Bridge  Street on the R/ H sidewalk.

Crossing Main Street towards Bridge Street from Mechanic Street, the most
direct route is across the new Vehicular Bridge, and not across the new
Green Pedestrian Bridge. I would hope the soon to arrive MMC employees will
use the new Green Pedestrian Bridge in both directions at Lunch time.
