[wisb] Red-tailed Hawk, Taylor County

My sister took great photos of a very light colored hawk yesterday in Taylor
County (actually almost on the Taylor/Price county line ) and asked me to
identify it. I believe it to be a Juvenile Red-tailed Hawk but it does have
more white on its head than the pictures I found for them. Would love any input
from others. Here are her photos:
