Appears to be a poorly mounted telemetry transmitter.  And one wonders if  
their birds have higher mortality from predators if they have transmitters.

Hi Folks! I have been trying, most unsuccessfully, to take a photo of a Prairie 
Chicken in flight. I have a photo that I took at Buena Vista Grasslands on 
Friday (from a long ways off and which I had to increase in size to better 
illustrate) of one that has some extra ornamentation. 
It is at the link below. Anyone care to speculate on what it might be? I have 6 
other photos which also show this from slightly different angles but this is 
the only one that you can see the head of the bird.
