Paul, You may be referring to Birding Pal: http://www.birdingpal.org/ I found a "birding pal" through the site when I went on a business trip to Switzerland a few years ago and it turned out fine. He was a Brit living and working there and did a great job of taking me on a morning of birding. I think there may be some other organizations if you Google birding pals.
