[wisb] Change in WSO Reports Coordination

Hello wisbirdn members,
On April 1, 2011, Joe Schaufenbuel assumed the duties of WSO Bird Reports
Coordinator. All bird reporting forms whether hard copy, electronic, or
otherwise should now go to Joe. Spring reports from March, as well as the rest
of this season, should go to him.
Its been a pleasure serving you these past 6 years, but its time to move on.
