[wisb] Are there fish that might pull a Horned Grebe under?

Just wondering if there might be fish in Milwaukee Harbor that could pull a 
Horned Grebe underwater?

I was watching a Horned Grebe diving today behind the Milwaukee Art Museum. It 
would do its graceful dive, stay under for awhile, pop back up for a minute or 
so, and then dive gracefully again. This sequence was repeated several times.

But the last time I saw this grebe was rather mysterious. It barely cleared the 
surface of the water before going down again in an awkward and ungraceful way. 
Hardly even enough time to get a breath of fresh air. I stood and watched for 
at least five minutes and didn't see the grebe come back up.

When the water is clear in this spot I've seen salmon/trout approaching three 
feet in length. But I'm not sure what they eat. Are there fish in Milwaukee 
Harbor that are capable of eating smallish diving ducks??
