You might try removing and reinstalling the terminal services service.
 
Also, you need to make sure that the ports that it requires to be open are
indeed open. What those ports are, however, escapes me at this moment.

Subject: [windows2000] terminal services help
 
I have a win 2000 server, and I'd like to administrate it from my desktop
within the office (win xp pro), but the connection isn't working.  I tried
removing the registry keys like one of the help docs said.  I have terminal
server in remote administration mode.  It just keeps saying it can't connect
and I don't know why.  Terminal server service is running.  Why isn't this
working? *pull hair out*
