[windows2000] Selfcerting a web server

Hi list,
Is there some utility I can use to create my own SSL certificate so that I
can use https on my web server? It's just for my own personal data
transfer, so I'm more than fine with the cert not being from a trusted
authority! The old selfcert in Office 2000+ got me wondering if I could do
something similar in the https world.
