The 'theys' have been discussing this for about a decade now!  I am more
shocked that Gates would actually propose it as a solution.  The consortiums
would never let something like this happen, I'm sure.

I think it is the most asinine idea Bill Gates has ever had.  It would
virtually eliminate free discussion lists like this one because no one would
spend money to post to a discussion list. Knowledge transfer would suffer
greatly.
