  The most common reason I've found for a GPO not applying (by far) is
DNS misconfiguration. In general, point the client machine (or server)
to your Win2K DNS server for all DNS requests (don't event point the
secondary DNS server to an 'outside' DNS server). Set the Win2K DNS
server to forward requests for external hosts or use root hints. The
correct DNS entries need to be present in your Win2K DNS as well -
they're the ones that start with the underscore character. You can
troubleshoot this by using NETDIAG and it will correct it if you use
/FIX on the command line.=20
  Another helpful tool for troubleshooting is User Environment Debug
Logging. The registry key is
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows
NT\CurrentVersion\Winlogon\UserEnvDebugLevel. Set it to a value of 2 to
enable verbose logging. The log file is stored at
%SystemRoot%\Debug\UserMode. This will log policy application, profile
copying, etc.=20

What would be the possible reasons a GPO would not apply? This is a

level GPO, nothing like no override or block inheritance is checked.
