In it's vanilla form, Users get their GPO User Config settings from any OU's that they belong to, and levels up. So, unless your users are in the TS OU, User config settings applied to the TS OU do not apply. Unless you turn on "Loopback" GPO processing... if you do that, then the User config settings will "Loop back" onto all users that log onto any of the computers in that GPO...
