Of course, that's why we have account lockouts. I did alot of research on the whole complexity vs. rotation time issue about two years ago and this seemed the most effective approach for our network, however your users may prefer an easier password rotated more often. Lately I've been considering moving to a three month rotation, and using windows built in complexity requirements (which are less stringent than our current ones), just for ease of administration.
