XML is definitely the way to go. I don't know much about ColdFusion but I imagine it should be able to draw data form an XML output if it's any good at all. Otherwise, you'll need to write XSL that will generate your HTML with the XML data. Your XML data calls can be generic pull back all the data and you can use the XSL to filter and display on the data that you need for a particular page. Alternatively, there are many good (and free) content management systems out there now depending on what technologies you are familiar with. Definitely lots in the Linux world and a few in the MS world too. Or, for company intranets, if there are any tools in a box that you have found provide good content management.
