Dotproject was founded after they dropped their community and went commercial. 
Its not perfect, but its free and powerful.

 Yoy do need an apache mysql and php setup properly for it to run (well) on. I 
have had a few hiccups with iis7, but its because I am nt familiar with iid and 
might have missed something when configuring it with php

They have companies, projects, calendars and task with resource manage ment 
gantt charts and trouble tickets. Og and you can have a file upload section
