Hello Matthew,

Um… that approach IS used for applications. If you uninstall Word
and reinstall it, your Word preferences persist, and your Word documents are 
still there.

All these properties are managed by Word/Office themselves. Windows
doesn't try to get control over them to modify their behavior against
the will of both users and developers.

I don't mind the system remembering installed drivers/applications
while this helps the user. But the system should provide an
opportunity to manage collected data to resolve possible problems that
hinder users.
