Hi Nicole:  My top 5-10 choices of what issues I think are most important
(in order of importance) are as followed:
1) Supreme Court and the ADA
2) IDEA Reauthorization
3) Transportation
4) Housing
5) Assistive Technology
6) Ticket to Work
8) Forced institutionalization/Olmstead implementation
9) Election Reform

Action plan could range from calling Congress, rallying local community, or
start a petition just like you sum up in your example.  iCan could also
explore drawing attention to the issue through use of 'fact sheets' -"did
you know that . . . .eg., as a result of a recent U.S. Supreme Court
decision (Chevron v. Echazabal) an employer can terminate or refuse to hire
you because of your disability if he/she believes that your disability poses
a threat to you."  This approach would highlight the issues and accentuate
the need for action (noting by whom) and rally consumer action with
recommentations of "what you can do" i.e., " call your congressman or woman.
FYI, NCD's website has an excellent method of contacting members of
congress - I believe all their emails are listed and the site is designed in
a way so individuals can quickly determine the name/contact info of their
congressman or woman.
