As I say I never saw this in action so I am just guessing, but the idea would
be to bypass the set top box and just use your PC to access satellite TV.
But there is usually a bit of work with anything like this so I would get
professional advise before trying this at home as they say.
But maybe someone else knows more about this and can advise you more accurately
on this matter.

Hi Tony
That is just another method of watching FTA TV via your computer, wont
be any use with a traditional FTA receiver.
But if you connect your PC to your satellite dish then you can use this
card to watch either on your PC or telly. Have not seen this item in
action but one of the guys on the Vibistro list was using this method to
receive TV and radio very cheaply.
