My purpose in replying here (only in a small part) to your previous email,
was to deal with the technical matter of VoiceOver on iOS )(as it operates
in iOS13.2.2).
No doubt, there are legislative options available: i.e., that publishers of
educational texts make an accessible copy of each textbook at least
available to the special-formats publisher/organisation.
But BookShare - ITSELF THE SPINOFF OF ANOTHER nonprofit organisation -
existed in the US for several years before it first came to our shores. Now
you may know all of this. Many of the books still available on BookShare are
OCR-scanned copies done by volunteers, (many of whom are vision-impaired,)
using technologies such as Kurzweil 100 and OpenBook. In America, unless you
are a college or school student, you pay $50 for an annual subscription,
although if you're a
volunteer scanner you can build up credits towards a free annual
subscription. Nowadays, fortunately, there are increasing amounts of digital
copies of books available, making the job of rendering them accessible
(normally) easier.
So that's the kind of set-up that's already there. I know that publishers
have been resistant in ceding any control over who gets to redistribute
their precious book wares, for fears of piracy, what they term theft, etc.

Thanks for that. It certainly takes care of the technical point.
But remember that the technical opint was only as an example in a
wider area of structural/systemic foreseeable difficulties.
In Touch did a half a programme on the problems being experienced by
UK students with BookShare. The RNIB runs BookShare in Britain, and
in fairness, the RNIB weere not faulted during the programme. The
problems lay with individual publishers not providing titles in
accessible formats, and applying DRM which reduced accessibility etc.
Again, though, if these publishers were dealing directly with the
State, they would be more accountable and have more legal obligations.

value on the Rotor to your desired number in each case. The Previous and
Next buttons may also be helpful here, as in the rest of the form.
