Sandy, the computer will need to be powered on for it to charge the device. 

Unless of course the usb port you are using supports charging while off.  I 
have a dell laptop that has this functionality on just one port.  It's a new 
function from what I remember.

    Can anyone tell me, if one is charging a device using the usb
connection and the PC or Laptop, both of which are plugged into the
mains, do you need to leave the pc or laptop booted up in order to
charge the device?
