No. the key thing is that the device is also plugged in and,
presumably, is being charged meanwhile. That's why the device can be
plugged in .

Can anyone tell me, if one is charging a device using the usb
connection and the PC or Laptop, both of which are plugged into the
mains, do you need to leave the pc or laptop booted up in order to
charge the device?
