(VICT) Aggression towards People

Hello all,

I've been on this list for a while, but usually am just reading. This
time, I have a very important question:

I have a friend whose dog guide seems, at times, to be aggressive. He
has gotten a lot better though. It seems to be toward men mostly, but
it doesn't happen
all the time. He also doesn't seem to like people that look
suspicious. He will try and snap them, but only once. I have tried to
help her with this issue.
It seems to get better, but it isn't totally gone. She is very
frustrated about it, because, if he snaps one too many times, it could
cost her her partner.
She has actively worked on this, and she wants this behavior eradicated.

Can you all please provide some suggestions of what she should do?
