Councilor's Log, USS Lovisa, Joy Nine, 0604.06

Not long ago, Captain Kilgarran asked how he could regain the trust of his crew. My answer was fairly generic. As with any error, whether technical or command, to gain and keep trust, one does not repeat a significant mistake. In this case, the error was to hide a conflict of interest, and to provide an incomplete mission briefing. To regain trust, he should be going out of his way to avoid anything resembling conflicts of interest, and provide complete briefings.

Today, in beginning a chase of a silver space ship, the bridge crew with other senior officers were throwing around ideas. Chief Starfire in particular had done some homework. The captain, however, wished to leave the group, to speak alone with Commander Bennigan. I got an impression, perhaps not justified, that whatever the captain wanted to say to the XO away from the rest of the crew was more important than the Chief's rather interesting presentation.

Which makes me want to itch a bit. Is it a big deal? Do others feel this way? Should I give the captain a gentle refresher course in how I answered his question? Not so gentle?

On the silver ship issue itself, we have not sufficient information. It was seen at Vulcan and at Legges (Home). It's technology is a mix of Romulan, Vulcan and generic Federation. The drive system is described as Romulan, thought I am not clear if it uses an anti- matter fueled warp core or the Romulan singularity drive.

There, I run out of facts and go to conjecture.

A radically new starship design incorporating features from diverse cultures implies immense resources. The need for a unique design implies the ship is used in unusual ways. There might be unique requirements. Not many organizations would have the means to build such a ship covertly, to keep it out of the Starfleet data bases.

The ship has been spotted by Lovisa at Vulcan and Legges. Lovisa, Vulcan and Legges are all associated with psi, with unusual mental abilities.

The above two conjectures seem to conflict. An unusual starship design or an interest in psi might be reasonably conjectured, but what ties starship design to psi?

Covert operation and the resources to build an unusual ship are an odd combination. Two possibilities come to mind.

There is an alleged Section 31, a covert organization using Starfleet resources but operating outside Starfleet or Federation law, morality and chain of command. They have a covert style and are alleged to be able to 'borrow' Starfleet assets. Thing is, the silver ship is not a Starfleet asset. Using such a unique ship without good reason would expose Section 31 ties with whomever designed and built the ship. I cannot guess at a reason. The ship is also not covert enough. The 'feel' of the operation does not match the legend.

One hears stories of time travel, ships from the Federation's future. What I have heard is more myth than evidence. I must count it as a wild idea to be thrown on the table as conjecture, rather than a real hypothesis that might be proved or disproved.

If I were forced to choose among the above conjectures, I would select none-of-the-above. None of them feel correct.

I am still having some difficulty finding my role and place. I may have acted rashly, in confronting the captain's recent conflict of interest, in bringing real tensions effecting the crew abruptly into the open. After doing this, I resolved not to insert myself into the chain of command, not to interfere with their decisions. Today, Commander Bennigan commented to the effect that I was being too stand offish, too aloof. He is likely correct. During the last part of the Legges contact, I was resolved to taste the feelings of what was going on while striving not to shape or influence events. This may have been an error. Councilors cannot be too detached.

We shall see.
