received a reply from Wendy Benckhuysen.
She advised: "See section 15, 15.2. They are the primary and secondary
stress signs."
Wendy's response tells what are the symbols sequences you ask about -- they
are the primary and secondary stresses for pronunciation. Their UEB
expressions are defined (as Wendy noted) in UEB 15.2, print page 212, and
included in UEB Appendix 3, print page 298.

Second Edition 2013. In the example for illustrating the use of the eng and
the schwa symbols, the following dot combinations appear (as parts of two

Are these two UEB symbols too? If so, then where in the Rulebook are these
