[ueb-ed] Subsubsec. 4.4.1 in the UEB Rulebook 2nd edition 2013: What do these signs represent?

Hi UEB mates? How are you?
At the moment, I'm reading through Subsubsec. 4.4.1 of the UEB Rulebook Second 
Edition 2013. In the example for illustrating the use of the eng and the schwa 
symbols, the following dot combinations appear (as parts of two 
symbols-sequences) in the pronunciation for the word "meningococcus".

dots 45 dots 46 dots 23
and 

dots 45 dots 46 dots 12

Are these two UEB symbols too? If so, then where in the Rulebook are these 
covered? And, what does each one of these two represent?
