I've just read 9.7.2 in the Rulebook. Here is what it says:
9.7.2. When it is clear in the print copy that punctuation is not included in a
specific typeform and when a typeform terminator is required for other reasons,
place the typeform terminator at the point where the typeform changes. When
there is doubt, except for the hyphen, dash and ellipsis, consider the
punctuation as being included in the typeform.
Now in the example I've referred to in my query, the final full stop is not
part of the name of the newspaper "The Times of India" and so does not form
part of the passage that is to be included in the italic typeform.
Don't you agree? Or, is there something I'm losing sight of?

indicators and terminators. In particular, see UEB 9.7.2 and its examples.
To provide more detail, in cases such as you describe in your question, it is
less important to be exactly accurate in indicating what is rendered in a
special typeform, than it is to provide a more-readable transcription.
Embedding a typeform terminator between a word and closing punctuation is
considered to be less-readable, so we avoid such a situation by following UEB
9.7.2.
