Thanks for you answer. I suppose it is hot as I plugged in an extension cord.
It wouldn't work. It did work up a pretty good cough for me though. So if it is
hot my guess is I should not plug a child's safety plug in it.

Wired correctly, the neutral and ground reach the frame of the plugged in
device.
If wired wrong, the frame is now 'hot'. Could cause a problem if the device
comes in contact with
moisture, not really safe. Should get it fixed.
