I measured one last night and the TL was 7.5 mm. I measured one last July and 
another in August and the TL on both was 4.1 mm.

It is considered a 
valid species, not a complex; there is one junior synonym: Tortrix 
inconclusana (Walker, 1863) (Dichelia).
