[TN-Bird] Rankin still under

For those wondering, Douglas Lake is still over 993 ft which is just
under "normal" summer pool levels.  Haven't been there but from past
experience, there wouldn't be any mudflats visible from the main
road.  The main road itself is probably still underwater before you
get to the coal tipple.

While shorebirding is out, it could be a VERY interesting place to
look for ducks this fall!
