This what you mean, Jason?
If you're running Windows 7, Microsoft Anna is the only SAPI 5 voice
which shows up normally. Other voices won't show up in the
text-to-speech tab under speech. To correct this, do the following to
get them to show up.
Go to the run dialog and paste the following line:
c:\Windows\SysWOW64\Speech\SpeechUX\sapi.cpl
This will bring up a different speech control panel in which you can
select other SAPI 5 voices.
