If I understand you correctly, the grocer should penalize the guy who is spending hundreds of dollars in his store so he can accommodate the guy who is spending 3 dollars. You make about 6 cents on a gallon of milk, so if you just want milk, actually it is not worth the grocers time to even use the cash register.
