I'm not sure if you mean the language bar?
If so, Rick Mack (Anybody remember him?) used to say the following:
The easiest and safest (it won't come back) way to deal with the
language bar is to set a group policy to change the ACL on ctfmon.exe to
remove execute rights. That way if another hotfix or office component
comes along that re-enables the language bar, it still won't run.

i cannot seem to kill the language and settings bug from loading into
the systray on published apps.
Anyone got any good tricks for killing it?
