        Then why do the clients get the MSLicensing registry key?
        Does the term server write it?

It doesn't matter about the client. The client's don't ask for licenses
from the license server, only the terminal servers do. The clients can
be anywhere, any domain. It's whether or not the terminal servers are in
the same workgroup, domain, or site as the license server that matters.
