Did you reset the ica listener after you unchecked it in the connections
config? Do your users have correct access on the wallpaper file you are
trying to use? Might be time for Filemon.

I unchecked the disable checkbox in both ICA and RDP. Still no
wallpaper. I even forced it in HKLM\System\CCS\Control\Terminal
Server\Winstations\ICA-tcp\UserOverride\controlPanel\Desktop\Wallpaper
=ica.bmp. Still no go.
