Actually, the issue is with hardware design. USB is a bus (a differential bi-directional serial interface cable bus, to be exact), similar to something like PCI or ISA buses (or EISA and MCA buses for any old-schoolers), and is not a device, say like something that one might plug into a USB port, like a CAC reader or printer.
