I take it you are configuring CSG ?
This message also can indicate that write permissions have been denied to
the scripts directory on the STA server.
For a test elevate the priveledges to the scripts dir and then try again.
The STA does not take to the XML service NFuse does to enumerate
applications.
CSG -----> STA
CSG-------> Metaframe/ICA on TCP port 1494
NFuse----->STA
Nfuse------>XML
