Either:-

1) NTFS permissions preventing actual access to the reg file - I'm
speculating this is unlikely.
2) DACLs on loaded HKCU hive preventing keys being modified. Shouldn't
happen on HKCU, but is possible - and normally very wrong - normally
checking on the hive loaded, or the ntuser.dat that makes up the profile
(using regedt32). Could be a case of the profile being copied without
the target audience in mind.
