I would say this is definitely IEHarden (or Internet Enhanced Security)
related.
We found it too intruding to keep turned on for users and turn it off
when the server is built.

no not running Active Desktop but I have noticed that it's only doing
this for certain file types. I can double click on a word doc and it
loads fine. If I double click on a Access (mdb) file it will prompt me
first. Any ideas?
