Enhanced IE enabled?  That will usually cause the prompting... Either turn
it off or modify the File Type Association for extensions you with to
'Run'/'Open' without prompting.

We are publishing a full desktop with win 2003 and mps 3.0 and users
are complaining when they click on a shortcut or application from the
desktop that it prompts them to "save" or "run" instead of launching
application. We are using flex profiles and and redirecting the
desktop to their home folder. Any ideas?
