And if you are (even though you shouldn't) it will use some settings from IE.
Try doing a change user /install on the console
Open up IE go to tools/Internet 0Options/Advanced Tab and uncheck the choice to
"Do not save encrypted pages to disk"
Do a change user /execute from the console and you should be ok
