When we had it happen, on 2003, was a rights issue, to create printers, used
a machine GPO to fix.

not a good sign. i've had a couple do this after the initial install and
i had to reinstall citrix to correct it. i'll be interested to see if
you can get it fixed without reinstall. you may try doing something
nutty like changing the service account that printing runs on to a new
one. here's an article on those steps.
