Neil,
Yes, I'm looking into possible exporting things into file (like csv) and the
process it to create AD accounts.
The idea is to have logon name to be the badge number which means field
names in SQL and and AD won't match.
ADMT seems to work only with NT SAM database (on the first glance). MIIS
suggested by Mark is a bit too big as it needs W3K and SQL Enterprise. We
are W2K domain and SQL Standard Edition.

I know you have very general kind of requirements at the moment, but are
you talking about something extracting the relevant from SQL, then doing
the necessary in AD?
Or something working from an export from SQL, then creating records in
AD?
There's LDIF for dealing with export / imports to AD, but then you'd
expect some kinda conformity with fields.
Otherwise, you're perhaps looking at either working from export details
- in which case the native export might be usable - or maybe you'd have
to tinker with that first.
It would be possible to script this - you can certainly interface with
SQL, then you could script something to do the necessarily in AD.
The only automated creation of stuff I've done in AD (in terms of
bespoke, written things myself) is for computer objects - which actually
is very similar, because you have to do much the same thing - create
accounts.
I think you need to firm up how you want it to work, first.
On the other hand, there may well be commercial products that fit the
bill - as well as perhaps ADMT.
