Well,
I just looked on MIIS and it costs 25K... This is way over the price I
expected for this kind of product.
Getting back to my layout I have badge ID, full name and Department to take
from HR database. These will go to AD fields: username, display name
(possible fist and last names as well) and Department.

Then you appear to have a number of options:-
1. Export from your SQL database, doctor the file, either manually, or
scripted, then import it (using LDFIDE or CSVDE) into AD.
2. Write something to do it sorta dynamically (ie read from SQL, then
create in AD) on demand.
The other thing to consider is that LDIFDE and CSVDE allow you to kinda
change some details as you use them.
What "schema" differences are there between what you have in SQL, and
what you want in AD?
