That was it.  I checked the startmenu pathing in the policies and it was
messed up.  Fixed that and it worked...

I've seen it happen a few times when some startmenu items were =3D

another location.
Or that the policy file of the nt4 environment was slow =3D
executing/loading or
doing something I didn't know.

Is this a clean server, no policies? No redirected startmenu?
