Are you sure they are using the GAL and not a "Personal Address Book"

I've seen this problem when a user has created their own "Distribution
List" in a 
Personal Address book or in Contacts (Outlook).

By doing this they make themselves responsible for keeping this
information accurate.

Another suggestion would be to get with management of each department
and design a Distribution
List structure for the organization then send out an announcement for
everyone to start using
The DL lists contained with the GAL.

I have a scenario when they invite Administrative Staff to a meeting
using the GAL, they receive an undeliverable message indicated below.
My problem is that there is no such individual (Miller, Fred) in the GAL
as referenced as an intended recipient.  Suggestions on how I can locate
the cause of this reply?  Thanks!
