Here's a totally unscientific, unresearched, untested answer:

IMHO, this was a real issue in the early days when we were running TSs on
processors that had 1/10th the speed of the ones we get today, however with
current terminal servers, the processors handle multi-tasking much more
efficiently, therefore, it doesn't really matter. What does matter is that
the users are now more demanding, therefore grumble quicker if they perceive
the TS to be slower than the old PC that it's replacing. Therefore,
"Programs" is the best tuning option, as it's less likely to present users
with a "jerky" feel.
