Rick, Thanks for your input. I have created a direct shortcut to winproj.exe works for me as the admin, but my user received the following error messages: -MS Project failed to launch in safe mode. Would you like to start "Detect and Repair"(Y/N)? -Microsoft Office cannot run Detect and repair on a terminal server, OK. The default shortcut is a windows installer shortcut/icon which starts the installer to check the application consistency before starting project. If you delete the exisiting shortcut and make a new shortcut which points directly to winproj.exe, things should work fine. When you use a transform to install any office products (project, publisher, visio included) theres a screen where you can define the shortcuts etc created during the install. Haven't had to run the custom wizard for a while so this could be flakey, however there's a tick box titled something like "create installer shortcuts" that you don't want ticked.
